Environmental Justice

What is Environmental Justice (EJ) ?

The Federal Highway Administration (FHWA) defines environmental justice (EJ) as “identifying and addressing disproportionate and adverse effects of programs, policies, and activities on minority and low-income populations to achieve an equitable distribution of benefits and burdens.” This includes the full and fair participation by all potentially affected communities in the transportation decision-making process.

Environmental Justice Mitigation

The purpose of mitigation is to lessen the burden of impacts from the project to the extent that after mitigation those impacts are no longer disproportionate and/or adverse on the EJ population. Charleston County's EJ Mitigation Plan was developed to address residents' concerns based on feedback obtained from residents through meetings and surveys.

Environmental Justice Mitigation

Partnership with Metanoia

Charleston County will partner with Metanoia to provide a minimum of 12 residential units to the affordable housing inventory in North Charleston. These units will be for rent, sale, or a combination of both.

Camps residents displaced by ACR will receive priority for relocation to Metanoia’s existing
inventory of affordable housing units and/or the new construction units.

Environmental Justice (EJ) and Airport Connector Road

The Airport Connector Road project study area includes minorities and/or low-income populations which qualify as EJ populations, therefore, an EJ analysis was required. The Recommended Preferred Alternative would result in direct impacts to EJ populations in the Camps area inclusive of 12 residential rental units to be relocated.

In 2022, the project team conducted targeted EJ outreach to identify EJ residents' issues and concerns about relocation and help develop a strategy to mitigate the project's impacts.
